PD CEN/TS 17394-1:2021 is a European technical specification that lays down performance requirements for the secure attachment of small components — such as buttons, press fasteners, rivets, sequins, and diamantés — on infants' clothing. Published in January 2021, this standard addresses a critical child safety concern: the accidental detachment of garment components that could be swallowed, inhaled, or inserted into a child's eyes, nose, or ears. Significance

Infants are at particular risk for choking and aspiration risks as they cannot speak to tell a caregiver of an incident. They do not have the ability to go and ask for help or to safely remove a component from an appliance without assistance. This creates the need for strong attachment of garment components, not only as a compliance matter but also as a child safety issue. By following PD CEN/TS 17394-1:2021, manufacturers can show consumer responsibility, gain consumer trust, and achieve the expectations of retailers and brand owners in European and international markets.

Scope

This specification applies to small attached components on clothing intended for infants—those items that fit entirely within the standard small parts cylinder without compression. It covers buttons, rivets, press fasteners, sequins, and decorative embellishments on garments, including accessories such as hats, gloves, and scarves. It does not apply to footwear, child care articles, toys, or accessories sold separately with clothing. Performance test methods referenced within this standard are addressed in the companion documents BS EN 17394-2, CEN/TS 17394-3, and CEN/TS 17394-4.
